Ans : Not all countries that are democracies consider healthcare services to be the responsibility of the government. Philosophically there are different kinds of democracies and European democracies in particular are considered to be "statist" democracies in which the government has a social contract with the population to take care of them and their physical and health needs. Labels in the US believe that the statist social contract is the way to go but to US currently is more of an individualistic society in which individuals take responsibility for themselves and government interference is minimal. Neither is right or wrong they are just different philosophies with many mitigating factors involved. Even in Europe different countries have different ways of solving this issue most of which involve mandatory individual insurance that is subsidized by the government. Everything costs money.
