Human beings are the most important resources because they are the ones who develop a thing into a resource and sometimes even modify a resource to make it a better one.

Ex: Man has made technology as a great and valuable resource without which, these days people cannot survive.

There are various types of resources which exists on our mother earth but the most important resource is the human resource.

This is because human resource is the one which make use of other resources. Without human resources, other resources are none for us. And they are no more useful to us.

It is human only which put knowledge and enterprise and put together all other resources and make them useful and satisfy human needs.

Just thought a condition is which you have all the factors needed like soil, water, capital etc. but you don't have a knowledge to make them satisfying human needs. In such a condition all the resources -soil, water, capital etc are useless.

That is why human resource is the most important resource as it make useful all other resources for the means of production.
