they r mostly poor and weak.they r excluded from the main stream of life by the rich sections .they r unable to take their decision and acquire their right bcoz they r influenced by rich sections.they also not have stake 8n politics since they r de of right by government

[2] It does have own personality in the society.
[3] They have meager purchasing power and have poor housing conditions as well as have low access to resources and entitlements.
