The ministers more powerful tan civil servants because they have got supreme powers from the authority than the civil servants and the ministers also have more rights than civil servants.

civil servants do all the work for the ministers, they make their speechs , help them doing the administration , etc but why then also the ministers are considered to be more powerful ??
