Why are most compounds poor conductors of electricity?

Atoms of carbon do not have free electrons in the conduction band. Therefore they do not conduct well at room temperature. If the temperature is increased, more electrons acquire energy and start contributing to conduction.

It is interesting to know that diamond which is a form of carbon is an electrical insulator but can conduct heat better than copper or even silver. The thermal conduction mechanism is different and is attributed to lattice vibration present in the strong bonding carbon atoms
