why are nitrogenous fertilisers not added to the soil in which leguminous plants grow

Leguminous plants have nitrogen fixing bacteria rhizobium that converts atmospheric nitrogen into simple nitrogen that can be used by plants.So leguminous plants do not need nitrogenous fertilizers.
