because during heavy rainfall, water will fill up and may come out bringing along other waste materials that may spread due to water and cause diseases. also while raining, if it fills then it will be difficult to identify it's depth and somebody might get tripped in it and it may also lead to accidents of vehicles.

during other seasons, foul smell will disturb the purity of environment
