seeds are covered by soil so that they get appropiate conditions to grow.Moreover, since they need development so they will need protection from several harmful factors such as the harsh weather. if they are covered they will get be able to grow from the nutrients provided by the soil and would be able to protect its root system from where they will get the nutrients further when the seed will further develop into a plant.
