Why are some perishable foods stored in cold storage houses while grains are stored in normal places in jute bags?

Some perishable foods are stored in cold storage houses because in them water content is more and prone to perish by attracting microorganisms like bacteria and fungus to undergo putrification. So the these are protected by storing in cold storage houses while grains are dry and hardly there is no water content in them and so are stored in dry jute bags.
