Stomata are not present on the upper surface of the leaves because if they will be present, then there will be more loss of water because upper surface of the leaf comes in direct contact with sunlight.

I hope this will help you.

Stomata present both surface of the leaves but numerous on lower surface than upper surface because stomata take in gases like co2 and o2
and release in the xylem. Sunlight causes plants to be dehydrated faster. So under the leaves the Sunlight doesnot have direct contact with the stomatas.
