Because protons and neutrons are solid, it's a whole number. The atomic number must always be protons in a nucleus. Which can never exist fractions of a proton.

Dear Student,
◆ Atomic numbers and atomic mass numbers always in whole numbers because -
- Number of protons in the nucleus of an atom is called its atomic number.
- Total number of protons and neutrons in the nucleus is called atomic mass number.
- Both protons and neutrons are indivisible and always exists as a whole. Hence, it is always a integer.
- Also at least one proton is always there in any atom, hence it can't be zero.
- Therefore, atomic number and atomic mass number are whole numbers.
Thanks dear...
