There is free electrons in copper wire which helps them to flow of electricity. If copper wire touched by our hand we get shock. To prevent shock an insulated material so called plastic is used.

Electric wires are made up of metals (copper and almunium) because they are conductors but their covering is of plastic because it is an insulator.
