: At the first I thought this was from the Social or General Humanly Perspective, Now I am going to explain from an organizational perspective.

In an organization there are always two parties. One is employer and another one is the employee. So Employer are those people who owns or have sitting on top of it. So they will have their own way of dealing peoples I mean employees will in a very discomfort zone. Right !! So this would be wise to hire someone who will be neutral. Who will work for both the parties but fairly. So there we need Human Resources is important in organizational level
