It is so because the farm owners make them fool. The labours know that if they will revolt against the farm owners,they will be kicked out of their job and a new labour will take his place. Also most of the labours didn't know about the minimum wages act.

It is because the labours in palampur don't get work easily they are caught in a chain of debts and to repay those debts , they agree to work at low wages. Also many of them are uneducated and are unaware of the minimum wages price set by the government.
