Sea levels everywhere do not change per location in the world. All the oceans in the world are interconnected, and share the same volume space. For instance, if you filled a bathtub up with water, and marked the water line on the tub, it would be the same all the way around. Now, if you got into the tub, the water line would rise (as a result of your added volume to the tub), but the water line will remain the same on either side of you. The distribution of water between landmasses keeps the sea level constant. This is why “sea level” is in itself a measurement standard for land masses and such.
