We know that atoms are having free electrons which an atom can gain or loose so as to complete 8 electrons in shell or octet

When an octet is formed and atom is stable it forms noble gas.

Now as the atom is stable it can't gain or loose electrons anymore and it can't combine with other atoms so as to form new compounds.hence, noble gases are unreactive.
