The liquids generally exert pressure more at the bottom when compared to top and middle level of water . As a dam contains large amount of water it should be made sure that the bottom is stupid to handle enormous pressure by water . so the bottom is generally thick at the bottom .

fig 1 bottom wall thick so the component of force is diverted downward is cancelled by ground reaction .(according to 3rd law of Newton)
but in second case the bottom area is too small for ground reaction. hence dam falls.
