why are we not able lift ourselves sitting on a chair

Yes, you can, even if you legs do not touch the ground.

All you need is to jump on your chair by pushing away from it and, while you are going up, grab and hold up you chair with your hands.  If  you're strong enough you can even jump by pushing by your hands, but it is much simpler by using you legs and torso.

Of course, you cannot hold yourself up this way for long and, no, it does not violate any laws of physics.
