Why are we not able to use potential resources?

We are not able to use potential resources because : -

->> It is available in any country but are not fully tapped.

->> For example , petroleum can be found in old sedimentary rocks of Himalayas or hydro - electricity can be generated by the force of falling water.

->> The potential resources need detailed survey for estimating their quantity and quality.
