Due to inertia of direction, wheels rotate at high speed and mud sticking to the wheel flies off tangentially.
Wheels of vehicles, when running on ground,emit the thing which is below them in backward direction moreover in the direction they are running in,this ground mostly contain mud which would not prevent us from getting dirty. so they are provided mudguards to keep us away from the mud or the water.
It is to minimize the amount of mud and rain that is thrown onto following vehicles.
