xylem and phloem are called as complex tissue because they are made up of more than one type of cells. These cells work in a coordinated manner, as a unit, to perform the various functions of the xylem and phloem. Tracheids are elongated, thick-walled dead cells with tapering ends.

When a plant tissue is made up of only one type of cell and they all do the same work, such a tissue is called simple tissue.... Xylem and phlomen and complex because they made different cells,with different roles.Xylem is made up of tracheids,parenchyma,xylem vessels.
