Complex tissues are the type of tissues which consists of different kinds of cells, and as xylem and phloem contains different kinds of elements (cells) to carry out their function they are called complex tissues.

The difference between them is that the Xylem transports water and minerals from roots to different parts of plant, and is unidirectional. And phloem transports food and organic matter from leaves to different parts of plant, and is bidirectional.
