Why aren't friction and tension classified as fundamental forces?

Fundamental forces are fundamental for the universe to function, but friction is not necessary. Explanation: Friction occurs when two surfaces of two different objects contact each other. It is also very different from the fundamental forces as they need particles that mediate them.
