why aren't they taking the area of base of cylinder as well..?

the area of the base of cylinder is included in the formula of cylinder so it is already included

You're right, the base area should've been taken. In a lot of other books, the same question has been solved by including the base area. NCERT has however just taken the CSA of cylinder which is wrong unless you're creating a bird bath without a base..
The bottom line is- Base area should be included. If it comes as a question in exam, include the base area.
