Asoka wanted to bind all in a common code of conduct and understand each religion and it's view
so he made dhamma Which is simply a moral code of conduct

Ashoka started the policy of dhamma becoz he want know people more about the dhamma which mean religious duty in hindi . He engrave the policy of dhamma on rock nd pillar edicts . He also appointed some special officer called dhamma mahatma who went from one plce to another nd tell about dhamma in the the prakrit language the comman people language
