Why Authority can be delegated but not responsibility?

we can't delegate responsibility beacuse it means an obligation to perform a particular job assigned to him/her.
whereas authority means the power given to a person to achieve the goal or task assigned to him/her.
therefore authority can be delegated
as in an organisation nobody can delegate the job assigned to him on others
