Binary files, also known as Executable files or .EXE files, are actual programs which ran be run.
For example, MS Paint, Microsoft Word, Excel, etc. all are EXE files located in your system.
Email programs don't allow binary/EXE files, because as they are programs, they possibly can contain security risks like viruses, malware, or even destroy your data. To avoid this risk, Email programs don't allow binary files.
