Electricity flows along the path of least resistance. Birds don't get shocked when theysit on electrical wires because they are notgood conductors of electricity. Their cells and tissues do not offer electrons an easier route than the copper wire they're already traveling along.

bcoz to get an electric shock the live and neutral wire should be connected by any conductor and if any human sita on them he will surely connect them by his body but when a bird sits on wire then bird only touch one wire as it is so small and can't connect the two wires to get a shock and it's not that birds don't get a shock, sometimes bats while sleeping upside down on wire by mistake touch both gets electric shock and dies.
