Why bleaching powder is kept in moisture proof container?

When bleaching powder is added to the washing machine, it mixes with water and chlorine is released to bleach the clothes. If the container is not kept air tight, moisture in the air will enter the powder and release the chlorine which will no longer be available to bleach the clothes.
