Bond pair bond-pair repulsion is greater in NH3 than NF3 because -

F is more electronegative than N.

The polarity of the bond is directed towards F

So, the bond pair electron on the F atom experience comparatively more force of attraction towards F.

This leads to lesser repulsion among them as force of attraction dominates
