Because the layers in Boric Acid Crystal structure slide over one another just like graphite.

Boric acid is flat and it hydrogen bonds to form layers of flat networks. These slide on each other like layers of graphite do, reducing friction. therefore boric acid is soft and silky.

HOPE IT HELPS YOU!!
