Why burning with steam is more painful than burning with hot water

Burning with steam is more harmful because for turning water into steam we use latent heat of vaporization and the temperature rises at 100*C and stays there because more latent heat is being absorbed by the molecules of the water to change from one form to another and because of this steam has more heat than water and can cause severe burns.
