CaCl2 and NaCl, when added to snow, decrease the freezing point of water, so that at it can freeze at a temperature lower than surrounding temperature. Moreover, the above salts are highly preferred for this purpose as they undergo dissociation, thus have higher Van't Hoff's factor so depression in freezing point is higher.
