Why CAI failed to draft the constitution?

My two cents:
After 2063 movement, Nepal had endorsed many revolutionary agendas. But the greatest task that lie ahead is its implementation. It is a hard task even for a normal person to adapt to an abrupt change in his/her current lifestyle. Think about the hurdles, uncertainty, fear that arise in the path to totally new system of Federalism, Forms of government, election process, Judiciary for a country. Its like starting fresh from the start leaving behind decades and century old tradition. In this regard, all political parties, are afraid to institutionalized the revolutionary agendas. In surface, it appears that there is clash of ideology. But at its core, all political parities are incapable of marching on the completely unfamiliar path.
As we can see from recent trend, consensus on major issue are towards old familiar system. Political parties are comfortable with same old parliamentary system as have agreed to the same old form of government with some minor amendments. In election process, with the successful trial of proportional representation model in interim constitution, parties have agreed toward a mix of FPTP and PR model. Since Federalism is a totally new concept, all political parties are afraid to go ahead.
