During winter large amount of water is not available. Hence due to unavailability of sufficient water and unfavourable climatic conditions paddy should not be grown in the winter season. Paddy is a kharif crop which is sown in rainy season. It requires lots of water for its growth.
EG: in India it rains alot. this helps the paddy to grow. but if there is no raini in winter the crops will die.
