Why can't muscles on stumps of limbs regenerate?

Scientists don't know why mammals don't have the same ability to grow new limbs..... Nevertheless , mammals do not regenerate skin, muscle, and blood. Scientist are just beginning to learn about other types of cells, such as those in the brain and blood, that also regenerate. So, Scientist are still finding the answer to this question.
