why can't pm of coalition government take decision freely?

In a coalition government their are more then one party in Rulling government . So, it is mandatory to take the decisions democratically , and for this reason it is pm cannot take decisions freely.

this is because if he takes decisions he likes but the party which is in coalition does not like then the party breaks down the coalition and government falls down.
