Why can't the democratic set up in china be called a true democracy ?

Because in China, there is only one party and that is the Communist Party.....

China cannot be called a democratic country as it follows the one party system which restricts the right to choose and many other rights. Over the years China has been able to develop herself into a mix of democracy and communism. As far as human rights are concerned China is still a communist country but when it comes to economy China has become sort of a democratic economy. Also members of the Chinese National Congress are only allowed in contesting elections.This makes supporters of other political parties to feel as denied from democracy. Hence democratic set up in china be called a true democracy.
