why can't we use a machine as a force multiplier and speed multiplier simultaneously?

Need a simple answer.

A simple machine, let’s call it a gear for now, steps up torque because it steps down speed, or steps down torque as it steps up speed. Since it does not generate energy internally this must be so, for energy conservation to hold.
