why can't we use water for extinguishing fire at petrol pumps what kind of temporary arrangement are available there​

If we use water to extinguish the fire it does not workout because water do not mix with oil and settles at bottom. Further due to intense heat it just evaporates without extinguishing the fire. ... Also there are sand buckets in the petrol pumps which are used to extinguish fires.
