Tap water contains free ions like Cl- and many others as impurities which are required for the conduction of electricity.

Whereas, distilled water is a purified tap water that is free from all types of impurities ( free from all dissolved ions) and therefore is a bad conductor of electricity.

Now , the substances which conduct electricity are known as electrolytes which contain free ions to conduct the electrons.

Answer:

For electricity to travel through liquid a movement of charge must take place through the liquid. In tap water, rain water and sea water there are some impurities like salt, calcium and magnesium ions. Because these are charged when they move through water electricity flows through liquid. In distilled water there are no impurities, no ions, there are only neutral water molecules are neutral do not have charge, so distilled water does not conduct electricity.
