because it don't have the power similar to lok sabha
1. lok sabha has more persons than rajya sabha
2. the member of lok sabha can quite if they said they have no confidence and the member of lok sabha including prime minister have to quite the rajya sabha did not have this power
so lok sabha is greater than rajya sabha ......

=》 Rajya Sabha and Lok Sabha has equal power with respect to passage of ordinary bill and constitutional bill. RS keeps a watch on Government activities in LS where it has majority, it checks govt.
