why cannot we use water for the fire at petrol pump? what type temporary arrangement are available there?

We cannot use water for extinguishing because petrol is a Hydrocarbon and generally contains oils. So rather than reducing a flame you will increase the flames if you throw water at it. These fires are best extinguished using ABC power fire extinguishers or just sand will extinguish
