why carbon atom does not become stable?

According to octet rule,an atom can become stable if it have 8 electrons in its valance shell but a single carbon atom have 6 electrons and in valance shell it contain only 4 so it is not stable.
It can become stable if 2 carbon atoms combine to form covalent compound .
