it is all Because carbon has 4 electrons in its outermost shell (and because eachcovalent bond requires a donation of 1 electron, per atom, to the bond) carbonhas exactly four bonds to make, and is only stable if all 4 of these bonds are used. This same rule applies to all of the atoms in the second row of the periodic table.

Reasons why carbon form covalent compounds:-
(i) As carbon has a valency of 4 it requires a considerable amount of energy to form C4+ cation.
(ii) It is not possible for carbon to make C4- anion as carbon atom cannot hold 6 protons and 2 electrons. The compound will become unstable.
(iii) Carbons has a special property of forming long chains with other atoms (it is tetravalent).
