Because to loose 4 electrons need a lot of energy and if it gains 4 electrons then the 4 protons can not hold them together easily.

Carbon which has its atomic number 6 had 4 electrons in its outermost shell..
Inorder to attain the noble gas formation, it has to either gain or loose 4 electrons or share 4 electrons..
But carbon cannot gain 4 electrons as it is difficult for the 6 protons to hold 10 electrons
Carbon does not loose 4 electrons as the amount of energy required for loosing is too high.
Hence carbon overcomes this problem by sharing 4 electrons with other elements if carbon..
