After the survey was conducted he came up to know that as many as 1 million workers were very poor and were expected to live an life average of 29 years
These people were more likely to die in a workhouse, hospital or lunatic asylum .
He therefore concluded that there was a need of rebuilding of house in London of at least 400,000 rooms to house it's poorest citizens .
