It is because Indian meteorological department deployed a radar in Chennai port trust building before 25 years. that building was 50 meters height and was the tallest of that time.
This particular radar is very important for the state and India to detect cyclone as far as from 500 kms.
The radar need a clear atmosphere for it to work efficiently. That's the reason Chennai don't have any skyscrapers .
Arihant building in koyambedu is 60ft tall and tallest of all buildings in Chennai city .
government have already planned to change the location of the radar and building heights around 110 meters have already been approved due to the need of space.
Soon we can expect Chennai to be the city of skyscrapers in India. Because other factors like environment , man power , architecture , demand , people factors , "Obviously corruption " , expansion of city limits , land ability to withstand force ( don't know the technical term), IT industry , International attention will contribute this growth.
Only problem we could face will be from the amateur real estate agents who have invested a fortune in outskirts of Chennai . But since the change would at least take a decade, possibilities are encouraged for now .

There are many reasons for this.
CMDA stipulates that you can go only 1.5 times the abutting road vertically. There is some relaxation subject to size of the land parcel. But here again CMDA requires the builder for leave 60% land open.
The FSI limits are very stringent in Chennai. The maximum you get is only 3.5. This means that depending on the land parcel size, your total built up area can only be 3 times the available land plus an open area restriction of 60%, gives you limited vertical scale ability. (Since there are only limited large land parcels available in Chennai)
The Chennai Airport being within the the City limit adds to the complication. The primary approach zone(funnel) requires that building above 30m are almost impossible in the primary and secondary areas.
Corporation of Chennai has some guidelines based on Service Utilities.
For very long, relaxation of FSI limits like 75 in New York and other western cities is debated but little progress has happened in Chennai. Plus Chennai is slow to make progress on the Transit Oriented Development side.
This leads to a horizontal city and not a vertical city. Only spreading ourselves too thin!
