Why chlorine is said to be oxidised during electrolysis of sodium chloride?

Chlorine anion is oxidised during electrolysis at anode because it loses one electron to form half mole of chlorine gas. Loss of electron is oxidation.

Cl- → 1/2Cl2 + e-
