In the dichromate ion, chromium is in the +6 oxidation state. If we assume the +3 oxidation is lower in energy (and more stable), then there will be a natural tendency for chromium to become reduced, and in turn oxidize something else.
We can see this in the magnitude of the reduction potential:
Cr2O7^2- + 14 H+ + 6 e- <==> 2 Cr3+ + 7 H2O .... E° = +1.33V☺️
